F tenants—those with patterns of destruction, chronic dishonesty, or abusive behavior—are never housed. D tenants are people in transition: they may have poor credit or past struggles but show respect, communication, and responsibility. C tenants are proven, trusted residents who have consistently met expectations. D tenants are matched to D properties, C tenants to C or A properties, and upgrades in both housing and flexibility are earned through behavior, not promised in advance.
